Question Windows would wait for a considerable amount of time when starting up for the fan to rev up ?

An overview of my build:
MB: ASUS A68HM-E
CPU: AMD A10-7860K (iGPU in use)
dGPU: MSI NVIDIA GeForce GTX 650, 1GB
RAM: Kingston HyperX Fury DDR3-1866 8GB x2
Storage (System, Windows): SanDisk X400 M.2->SATA 128GB (ripped from an old laptop)
Storage (Data): Seagate BarraCuda ST2000DM001-1ER164 2TB

Software:
OS: Windows 10 Pro 19045.3208
OS Partition scheme: UEFI/GPT

Issue description:
During startup, after the initial startup screen provided by Bootmgr/Winload, the startup process now freezes at the following black screen for a significant amount of time. After the wait, the fan would spin up to a speed noticeably faster than normal, and Windows would not enter the login screen before that point.
It can be told that the concerning fan is the CPU fan. The CPU temperatures have been retaining at a lower value since this happened. Notably though, the integrated GPU cores still remain at a high temperature.

I would try a couple of things:

- enable the windows 10 boot log, and review after you get the black screen delay

- boot up a linux USB of whatever flavor / distribution and review the boot logs and sensor outputs, might uncover potential HW issues if there are any similar symptoms

edit - reviewing the event logs might also uncover some more clues...

Do you have both GPUs connected to an output?
It might be giving you some message during that time that you can't see if it is on the other GPU and you don't have them both connected at the same time.

The iGPU is connected to an output, but the dGPU is not.

I have a Linux install lying around, and I did not see such issue happen when I boot it.
