Does your laptop have a DVD drive? You could build a bootable optical disk.
You could test by building a bootable Linux disk.

If your laptop has no DVD drive and no USB ports, your options become limited and require a little bit of work and engineering:

1- you can try installing windows directly from HDD, only be extremely careful that in this case you have to use a clean machine to make the disk bootable, or the viruses or malwares or rootkits from that machine will jump to your new machine as well:

2- You can try booting the machine using network boot and install windows from another machine. For this one you can search many resources online, also you have to use a machine that you can trust for this method as well or malware can jump to you new installation as well.
