WindowsXP missing file

a file named mscoree.dll has become corrupted or deleted mistakenly.
Error message as follows when running WinDoctor.
"C:\Program Files\Common Files\Run Time\0701\Intel32\DotNetInstaller.exe"
cannot access necessary file, "mscoree.dll"

Can anyone suggest ways to add the mscoree.dll file back where it belongs?

Norton is apparently looking for the "mscoree.dll" file which
is included in .NET Framework. You can choose to ignore
this Norton alert, or you can install .NET Framework. You
can download it by visiting the Windows Update website.

TY for your comments.

The problem that arose originally was that any shortcuts I created from
websites on the desktops did not work and when clicked stated that there was
no file association with that shortcut. I also noted that any hotlinks in
email would not work and require copy and pastion to activate.

That is why I ran WinDoctor and got that error message...any suggestions?
