WinXP Pro - Network Connections Startup Priorities?

Wen I start my computer, "start-up" items seem to load PRIOR to my LAN
connection. Is there a way to prioritize this, and direct it to load LAN
connections first?
Ex:
My anti-virus program loads on start-up, and immediately looks for updated
DAT files. Yet it always errors out, because my LAN connection to the
internet has not loaded yet.

Your antivirus program may have an option to wait until your computer is
connected to the Internet before searching for updated virus signatures.
Consult the program's Help file or contact the software's publisher.

This is not the only program that requires a connection at start-up, I only
used my anti-virus program as easy example. Other issues with programs set
to load at start are required by my employment to be running at the time of
network log-on.

Again, as stated ... is there a way to prioritize and make the LAN
connection happen first?
