Wired Speed on my computer continuously fluctuates while wireless speeds are stable

My Computer is a Windows 8.1 Desktop and I have a D-Link DIR-868L Router and an Arris TM822G Router. We have the 100 mbps plan from Optimum and while all the other wirelesss devices get it with no problem, my computer struggles to hit 1 mbps. There would only be one time out of the day where it gets it but after that it goes back to single digits. I've had other laptops connected with a wire and they hit 100 mbps so I know this is a computer issue. I want to say it has to do with an energy saving option but I have no clue. I've had an optimum guy come give me two new routers in the last 2 months and one new modem. The newest one I received was last week. Can someone help me? Here is my internet speeds for the month
 
It's likely security software that's bogging down your connection. Or malware. I'd check out any security software you have installed on your computer as my first course of action.

Or boot it into safe-mode with networking and test your speeds.
 


Right now all I have is Avira and Windows Defender. What setting would it be?
 
Well I tried booting into safe mode with networking, but then my mouse and keyboard weren't working. Then upon restarting back to normal it didn't work there either. I restarted again where it led me to error message, but then I had the regained mouse and keyboard so I decided to try again which led to the same results. I am on my iPad because I couldn't log for a couple of minutes but as I type this I am finally logging back into my computer
 



Try what again? Try booting into safe mode? And what were the same results? You lost your mouse and keyboard again or your had the same slow-speed problem in your OP?
 


I lost my mouse and keyboard again, sorry for not making it clearer. And also, to note, it took two or three restarts for my mouse and keyboard to function again.

 
I went deep into the task manager settings and it says I am utilizing only 0.23% of my network. Is there a setting that increases that or is there something else that is taking 99% percent of it?
 

After Booting into safe mode correctly, my wireless speeds were over 100 mbps. So maybe it does have to do with security sofware or something I installed

 
Ok as an update, I decided to refresh my computer and for now my download speed is back to normal, So there must have been a program or a setting I had that was messing it up. Who knows, this problem might come back.
