Wireless closed LAN - how do I create one without an Internet connection?

I have a bunch of equipment that can talk to each other via Wifi, however, without an ISP connected, I can't get them to talk. Is it possible to set up a closed WIFI LAN without an Internet connection? BTW, I am a total noob and am learning as I go. Thanks.

My first thought is that you have inter-client communications blocking turned on on the access point, but if it works with the internet connected that probably isn't it.

Maybe you are using a router that doesn't talk unless it has a wan connection?

What does 'can't get them to talk' mean? Do the clients connect to the AP? Are you using static or DHCP IP addresses?
