Wireless mouse jumps when trying to scroll?

When I scroll up or down (with mouse wheel), the page keeps jumping up and down (sometimes takes up to 2 mins to scroll a page), annoying so I either use up/down arrows or click and drag that gray scrolling strip at the side of pages...but I want to scroll by mouse wheel again

If it helps my wireless mouse brand is
ONN and model ONA11HO087

Sounds like a bad mouse wheel.
One thing that you can do is go into Device Manager and delete the mouse/uninstall and let it re-detect it by Windows. If Windows doesn't find the driver, then you will have to go to the mouse manufacturer's website to get it.

I tried this but I can't find the manufacturer of ONN wireless devices
