Wireless USB Causing Hang/Freeze on Shutdown/Restart

I recently built a computer for my elderly grandparents and installed Windows 8.1, however upon a restart or shutdown I hang, and never shut down or restart. My drivers are up to date, my system is updated and everything works as it should - apart from powering the PC down.
I believe I have discovered the issue, many places aknowledge it but nowhere that I've looked suggests how to fix it.

My wireless USB devices aren't entering 'Selective Suspend', and any wired peripherals do not cause the system issue. Having either of my wireless peripherals plugged in causes the hang. The places I've looked suggest that a lack of Selective Suspend 'will not impact PC performance', while it obviously does in my situation. I can instruct my eighty year old grandparents to unplug their wireless USBs, but they aren't going to remember that or understand what a "wireless USB" is and how to unplug it.

Have tried: Reinitializing BIOS update, disabling USB Selective Suspend

Having Selective Suspend disabled (under Power Plan>USB Settings) in combination with disabling Legacy USB Support in my UEFI stopped the hang during restart, but still does not allow the PC to power down when told to shut down.

In Microsoft's infinate wisdom, Fast Start (under Power Options\System Settings) was disabling the ability for the PC to turn off. I completely forgot that Win8's advanced power options were completely illogical for any computer user.
 


Correct. Wireless USBs cause a hang, wired USBs don't.
All drivers are up to date for software and firmware. That's the first thing I did upon initial booting of the PC, and I double checked BIOS version last night.
