Witcher 3 980ti Massive Fps Dips?

I play on a 1980 x 1080 monitor and i play the game on Ultra Maxed out settings with hairworks maxed and everything. And i usually get around 60 fps, but then sometimes while fighting a lot of enemies at the same time like wolves and also going into a dense forest, makes the fps drop to an average of 40 - 50 fps. Also in cut-scenes when the view is really close to Geralts face, the fps can drop to around 40 sometimes. I ahve the latest drivers installed too. Is this normal?

My guess is hairworks. I believe even though its gameworks it still pummels 980tis. But I think you can reduce tessellation to maybe 16x and it'll still look good
