Question Won’t boot

Ok, so the pc I have I just upgraded the cpu, everything is a bit older(bear with me) however, when I put the new cpu in it powers on, the less remain off but the fans remain on spinning, but it won’t boot, I have no clue if it’s a motherboard issue or BIOS but it was working before I put the new cpu in.
