Question Work Tablet Recommendation

Hi folks, I'm looking for a tablet for work to help me completely digitize my paper note taking. I often have discussions with people where I need to record what we discussed or mark up engineering plans in the field during site visits. I use MS OneNote to keep track of all my projects. I am looking for the specific functionality below.

1. I want to use a stylus to take notes on the tablet and have it converted from handwritten text to typed text using OCR. Ideally this is done in OneNote directly, but I'd be ok with emailing/downloading the text files after the fact. I am trying to avoid having to take notes and then type them up after the fact.
2. I would like to mark up PDFs or JPEGs with handwritten text using the stylus and then download the marked up PDF to my work computer. It would be great if the marked up PDF translated using OCR as well, but that's not required

I'm looking for the most affordable option that provides the best performance. I'd be willing to spend up $500, but the cheaper the better.

Have you looked at the Surface?

You should be able to find a suitable older (used/refurbed) one to meet your needs and budget.

I was going to recommend Surface, until I got to the budget of $500.

But looking at Amazon, some older and/or refurb models do fit within that.
