Question Worth changing from 6800xt to 3080?

Hi,
I got a problem with my Power Color Re Devil 6800xt. I got fps drops and my Gpu isn't used at 100%. I tried a lot of different things but nothing worked. The usage goes from 60% to 85%. I have a R5 3600, an Asus tuf b450 and 16go 3466mhz. My friend who has the exact same card, and has a R5 5600x, an Msi b550 (don't know exactly) and 32go 3600mhz. We have different computers but we have the same problem.
So this can not be a Cpu bottleneck. And this can only be an issue from our gpu. We are thinking of changing to a RTX 3080 but I saw some people have the same problem with their 3080. So here is my question, is it worth changing from a 6800xt to a rtx 3080 for gaming in 1440p?

One question, could it be the PSU ? mine is 750W and it's recommended 850W for the power color red devil, and I have a Aerocool and a lot of peaople say that's a <Mod Edit> one
If the PSU wasn't providing enough power or was overloaded by the GPU, it would shut off. Doubt it. PSUs do not affect performance.
 
there is ony 2 drivers for the 6800 xt.... I already tried to reach the AMD support, they answered :

18000+ is a fine score, a good GPU is only going to do waht the CPU can tell it to do, it depends on what game you run but your 6 core CPU will be your issue on Cyberpunk, Valhalla and newer titles. my Asus watercooled GPU also gets 18,500 in balanced mode so you are worrying about nothing. Older games will not make that GPU sweat so it never has to go near 100%. Relax and enjoy, how many hrz does your monitor have 144? well then more than 144fps is a waste of time anyway....

Looking at timespy, 2400-500 mhz gpu clockspeed, great, memory 2000m mhz great, CPU a constant 4.0-.1 ghz..... what is your issue exactly? You will always have drops but that will be more CPU than GPU in your case for example.......and a basic one at that

I play Metro Exedous at 1440p, and I get 180fps in certain areas in Ulra settings but dip to 120 fps in others as the scene is more demanding..... I can set the game to 120fps locked and have no drops. Unless you cap the framerate you will ALWAYS have drops no matter the GPU. Even a Kingpin RTX 3090 will have frame drops.

like you said in your last sentence, you have 120 fps locked... And in the games I play, I do not have fps locked. Maybe I explained it wrong, but I don't have consistant fps. I don't want 240 fps 'cause my monitor is 144hz. I just want 140 fps all time, or 110 fps all time, or whatever fps.
For me, I need consistancy to enjoy a game, not that much performance

Then switch on v-sync ynd enjoy...... or in Adrenaline go to Gobal graphic- advanced- Framerate target Control and set the FPS you want.... easy

It might be a CPU bottleneck issue. It could also be a game engine problem or a loading problem from storage. What game, what settings, and what resolution? Believe it or not, some games are intentionally capped at a certain framerate.

Best way to tell is run something like tomb raider benchmark, or GOW 5 benchmark which measures CPU frame time and GPU frame time at a similar resolution to what you are playing out.

Nope. Common misconception. The GPU really doesn't know if the PSU is up to the task or not. The GPU just doesn't slow down because you are running out of juice. If the PSU isn't good enough, the GPU will chug along at the same speed, and then start glitching or crash. Same with CPU.

Recently, I played warzone and Jedi Fallen order. In Fallen Order, that's funny cause in cinematics, the GPU is used at almost 100%, but in gameplay times the Gpu is used from 65% to 85%. So I get 144 fps in cinematics but I get 120 fps in game plays (if I'm lucky)
