Is it worth upgrading from an I5 4430S 2.70Ghz to an Intel Core i5-4690k 3.5GHz? JUST FOR GAMING.

Not really. 4430S is still a plenty powerful CPU and can play the latest games without bottleneck.

If you really want to upgrade, then I suggest going to an i7. Going from an i5 to an i5 is nearly pointless.

I have an R9 280 GPU and the 4430s CPU and I can't max the games I want, should be a GPU upgrade?

I would keep the cpu and upgrade the gpu if it is unable to give you the fps you want.
