Would a 5770 be a big upgrade from GT 220

edited, meant to put 140%, had to go and look at benchies, the GT220 is below the 4670, which puts it at lower then any of the low gaming parts for the 4XXX series. The increase however, would be about 140%, 40% brings him to the 4770 level then 100% to the 5770

That would mean my GTS 250 is DX 11 compatible as well then.
OK, say it isn't so or I read it wrong
because I was under the impression that only the new HD Radeon 5 series or better was DX 11 compatible...
not the GT200 from Nvidia.

You read it wrong. He would be gaining direct x 11 with the Radeon. I was not implying an old Nvidia card had direct X 11.

The GT 220 is not really a 200 series GPU, only in name. It is actually a derivative of 8800 and 9800 series GPU's. The lowest end in the true 200 series cards is the GTX260. in reality it's just a warmed over re branded 8800. Nvidia does a lot of re branding,

I've looked up reviews of this card and I'm not sure I'll buy it. I have Wndows 7 64 bit and I heard this card has terrible crashes and tan/black lines going across the screen, overheating and a whole mess of other things. Does anybody know anything about this?

I have two of them and I have had no problems what-so-ever with overheating, lines, or anything else. And they are both overclocked. If you uninstall your previous drivers correctly and install your drivers correctly there should be no reason you get this problem. I didn't on a single 5770, and I don't on dual 5770s.
