I'm planning to upgrade my pc mainly my cpu and gpu this year I currently have a i3 6100 with a gtx 950 no problems with this set up but I would like to upgrade if it's worth it to the new 1070 .
my current psu is evga GQ 650w semi modular would I have sufficient power ot would I need a new psu ?

The PSU is good enough. For a lot of games that i3 is going to be a bottleneck. Anandtech has a wonderful bench tool that can let you see how bottlenecked certain games are with certain cpus, although it doesn't have everything http://www.anandtech.com/bench/CPU/1065 . If you play certain games a bunch, I'd see if you can find a specific cpu bench for those games and see if the i3 bottlenecks it.

If you're throwing money left and right, you could try the 1070, and upgrade to an i5 if the i3 bottlenecks, and send me those old components :) haha I'd take a free 950 and an i3 and build a desktop around that 😉
