Well.. considering the RX 460 isn't high end, no. The RX 460 is a considerably lower-tier budget card meant for the baby steps of new PC gamers, or people on very tight budgets. I myself considered getting that card, until I realized for not much more I could have a SIGNIFICANT performance upgrade, and got myself the 1050 Ti. I actually have a G4560 myself, and never have issues with bottleneck, unless my games/programs are extremely CPU intensive. Hope this helps :)

Depends on what games. It can handle lots of lower-end titles just fine with outstanding performance, but AAA territory is a little iffish. Games like GTA5, which is still technically an AAA title, will run pretty well at reasonable settings (high/medium mixing, maybe a few ultra presets thrown in there.. maybe) but you start to run into issues with more CPU-intensive games like BF1, with lots of explosions, blooming effects and overall core-heavy intensity, which the G4560 will start to stress under. It had only 2 physical cores, which is starting to become laughable these days. However, it's 4 threads allow it to essentially have another 2 'cores', aiding it to be something relatively close to 4-core performance. Only relatively so. It will play BF1, but you'll see performance drops in places where it relies on your CPU for help. The GPU doesn't take all of the brunt.

TL;DR: Some games will play just fine, while some will show the limits of your CPU. :)

The answer to that is... sometimes yes. Both G4560 and RX460 are low-end components. The RX460 will require you to run lower graphical settings in more demanding games, or you'll suffer low framerates. The G4560 will cause framerate dips in CPU intensive games, regardless of what GPU you choose. For the price, the G4560 can't be beat, but you might consider going with a 1050 over a 460, because NV's GPU drivers are lighter on the CPU and make their cards more appropriate to pair with relatively weak CPUs.
 


but the rx460 has about equivalent performance to gtx 750ti and has much lesser price.
