Would This be a PSU Problem?

I've recently started building my first PC, and have had some trouble with it. At first I thought the trouble was the motherboard, but now I think it may be the PSU at fault since when I plug in my keyboard, the backlights don't come on. Does this narrow it down?
(I have a better PSU and mobo on the way, I'm just curious at this point)
Current build
Biostar TA970 motherboard
Logisys 480w PSU
Zotac GeForce GTX 750 TI GPU
AMD FX 6300 CPU

Edit: I should clarify the problem was that the fans would start but I'd get no video
 


Corsair CX PSUs are also crap. Cheap design with cheap components. See This List (Link).

The CX is Tier 4:
Tier Four
Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

Get an EVGA, Seasonic, Superflower, Seasonic or XFX from Tier 1 or Tier 2.
