Question would you recommend this build?

Hi, I have recently been looking into updating my PC. To that end, I asked my brother, who knows more than I do, for a build. He recommended that I ask for your opinion as well. Do you think this build is recommendable? (https://pcpartpicker.com/list/4FLYjZ)
I'm looking for more of an allrounder, not specifically a gaming PC, in the 1000-1300€ range. Would you recommend any changes?

Weak points probably cooler and motherboard.

I don't know if that motherboard, offhand, has a way to update BIOS without a CPU. Should stay away from 600-series chipset motherboards unless you know for sure that the motherboard supports that.

As Lafong says, the cooler's a bit on the weak side. The Cooler Master was a popular budget recommendation a decade ago, but newer budget coolers like the Deepcool AK400 have generally passed it.

Consider bumping the psu up another 100w.

@HeliosFire it would help if we knew what country you were located seeing how every country has their own VAT, stores, and inventory. With that said the build in your link isn't balanced. The motherboard is an overpriced paperweight that won't come close to handling that cpu, the cpu cooler won't handle that cpu not to mention that build requires nothing less than a 650W power supply. With your budget you want 32GB of RAM.

Keep in mind the RTX 4060 is due for release next month.
