Wrong CPU speed even with speedstep and c1e disabled

Hi, i just got my motherboard replaced but i ran in to a problem. No matter what i do the clock speed on my Q9450 stays at 1.6ghz. First i thought i might have speedstep or c1e enabled but they're not. The clock speeds stay at 1.6ghz even when at 100% load. Bios displays the same speed too. I've never seen something like this so i thought if you guys could help.

Here's my specs: Asus Striker II extreme, q9450 and Patriot viper 1800mhz DDR3

The only way to get 1.6 Ghz with that CPU is to take its multiplier and use a bus speed of 200Mhz meaning your bus speed is clocked to low it should be 333mhz for that chip. I would check your bus speed in the BIOS to see if your memory is running at the correct speed for that chip (1333Mhz or 333mhz x 4).

All my bus speeds are fine. That is the problem :/

EDIT: Seems like the standard setting is fine and im getting 2.6ghz but every time i try to use manual FSB settings i get 1.6ghz. Even at stock settings i get back to 1.6ghz.
