If you could be more specific/add more information that would help. A possibility is that you were reading the "alot slow" results in MB units, whereas speedtest results in Mb.

Mb = mega bit. MB = Mega Byte (8 bits).

What rate do you pay your ISP for. Those rates are extremely low. Years ago old DSL were that speed but pretty much nothing is that slow now.

You need to test with a ethernet cable plugged directly into your router. If you still get results like this I would call the ISP and complain.
