Question x399 Taichi ethernet led

Hi, the ethernet led on my pc is disabled when pc is off.

On my other (same configuration) pc the same led is orange when pc is off.

How can i enable or disable this option?

Where do i find this? In bios?

This mobo has 2 ethernet ports on the back.

While both ethernet cables are connected on the top port, on the one pc says ETHERNET and on the other ETHERNET 2.

Would that be the reason? Cause everything else on settings seem same
