Xbox Game Bar corrupt after build 1803 (0x80070002) Cannot use or update it

Ever since the Spring Update I am unable to use the Xbox Game Bar. I tried to uninstall and reinstall, re-register the app, and have changed the 'Packages' folder permissions but I am unable to get the app to update in the Microsoft Store.

I have already run SFC and DISM without finding any issues. The below error is what I see in the event logs every time the Microsoft Store tries to update the app.

Installation Failure: Windows failed to install the following update with error 0x80070002: 9NBLGGH537C2-Microsoft.XboxGameOverlay.

Update: As of June 21, 2018 the 'new' game bar is now suddenly working again? It was corrupt and wouldn't launch no matter what I did but today it appears to be working fine. However, the program still won't update in the Microsoft Store and it's still giving me the error 0x80070002. I'm just happy to have it working at all right now but I am unsure how to fix the updating issue without breaking it.

1st suggestion is to run windows update troubleshooter, its already built into win 10 - go to settings/update & security/troubleshoot, the one you are looking for should be in the top section.

as the error is a windows update error, SFC/DISM only look for problems with currently installed programs, not updates.

I should have mentioned that I did the SFC/DSIM checks prior to forcing an uninstall of the xbox game bar (which is part of the OS). I ran the troubleshooter but it did not find any issues. All other apps seem to download/update fine for me right now aside for the game bar.

If I hit the shortcut to open gamebar now it tells me "You'll need a new app to open this msgamingoverlay".

I tried running the gamebar.exe file in that location to see what it does. Received this error:

The code execution cannot proceed because MSVCP140_APP.dll was not found. Reinstalling the program may fix this problem.

Based on that exception code, one fix I found from 2015 was related to number of friends on your friends bar - https://www.reddit.com/r/xboxone/comments/3ld26q/technew_version_of_the_xbox_app_crashing_on/

Another fix is a repair install - https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html

its preferable to another which is a reset. repair install just removes cumulative patches which as you have latest version of win 10 now, is only 1 patch.
