My CPU (Xeon E5 1650v3) is at 70 Celsius at full load which I think is fine, but I noticed that it is not reaching the max turbo speed of 3.6GHz, and instead is staying at 3.5GHz. What is the issue here?
I am getting 3.5GHz on 6 cores with normal bios settingsBase frequency is 3.5GHz, max turbo is 3.8GHz. So you'll only get 3.8GHz at 1-2core, 3.7 at 3-4, 3.6 at 5-6.
That's assuming that you have turbo enabled, and aren't running in eco mode etc. I'd check your bios settings.

I have a Dell motherboard, so the bios is very basic. I can't find anything like that.In the bios. Probably in the Advanced tab.
