XFX R9 390 having trouble with Vsync and overall performance.

Hi guys. I have been having problems running vsync on all of my games. On games like Insurgency I normally run at 60-75 fps, I will turn the Vsync on and it will lock to 30 fps and make my mouse "lag." But without Vsync my screen tears, also making it almost unplayable. This happens with all games, insurgency is just one of my better performing games. Other games like BF4 and Battlefront run at 30-45 avg fps on max settings @ 1080p, sometimes reaching 60 but never staying. All of my games fps seem to "throttle" a bit, never really getting a solid performance. This is my first PC build and the R9 390 has not performed like i hoped it would, and like the price tag promised it would. I am wondering if there is something i can do or if this is most likely just a hardware problem. Ive tried OC but it seems to cause these small black squares to come across my screen after a few minutes of play. Please help me out.

Ram: 8gb
CPU: i5 4460
Motherboard: MSI H81M-E34
HDD: 1TB Seagate Barracuda
Pow. Sup:EVGA 650w 80+

Have you tried a clean installation of the drivers using DDU (http://www.wagnardsoft.com/)?
That is how vsync works though. It locks to a common multiple of the refresh rate to avoid tearing. Basically, 60, 45, 30, 15 if it cannot sustain the highest FPS. So if you are getting 59 FPS, it will drop to 45. Getting 44, it drops to 30 etc.

My question is, how much did you pay for it?
 


If you bought that recently in the US, you were scammed. A GTX 1060 or RX 480 is half the price and faster. For $400 you can grab a GTX 1070, which is slightly faster than a GTX 980ti.
 

I got it a lil over a year ago. I used pcpartpicker to compare prices. It's a double disapation one which I think upped it's price about a 100. I will definitely be upgrading soon to a 1070 or 1080. But I just felt like the 390 wasn't performing as well as it should. And on benchmarks it's only performing in the 30% range.
 
In the Nvidia drivers there is a "prerendered frames" setting you can turn down to reduce that input lag with vsync on. Last I checked (its been a while, ever since Crimson was released) this option was removed from AMD drivers. I do recall it being called something like Flip Queue Size. If you can find that setting, try turning it down to 1 or 0.

You don't think my CPU is limiting its performance do you? I also read that having the GPU in a PCI x4 slot instead of a x16 slot could limit its performance as well.
 
Alright lets start from the beginning.

In GPUz look at this tab where the circled field is:

It should say PCIe x16 @ <something>. If it says @ anything less than x16 click the little ? next to it to put a bit of load on the card and see it if jumps to x16.

If you have multiple monitors, keep GPUz open but switch to the "sensors" tab so you can see the GPU temperature. Now run 3dmark, the firestrike benchmark (just regular firestrike). Once complete, hit the button to view online and link us to that page, should look something like this: http://www.3dmark.com/fs/10819988

So, do you have the card in the top-most slot on your motherboard (closest to the CPU)? Have you checked the temps of your CPU while gaming?

Have you tried DDU to remove your old driver and reinstall the new one yet? If not, do that first (check my first post for link).

What we need is, is the slot running at x16, CPU temp, GPU temp and confirmation that the driver has been cleaned out and reinstalled with DDU. The link to your firestrike result page.
 


I removed my drivers and reinstalled new ones. The slot is running at x16, CPU stays around 50c on idle and 80c under load, GPU stays around 45 at idle and never exceeds 80 under load, here are my firestrike results with vsync turned off.That was the default setting, if it should be on let me know. http://www.3dmark.com/3dm/19688254
