XPS 600 compatible with windows 8.1?

I HAVE DOWNLOADED WINDOWS 8.1 TO MY XPS 600 BUT CANNOT GET DRIVERS TO DOWNLOAD

You should have checked Dell's website before upgrading the OS.

Windows 8/8.1 are not supported on the XPS 600

There are no Windows 8/8.1 drivers for it.
