XPS 8500 - fans at 100% constantly - no ability to stop

Cannot work this one out...

From startup ALL the fans in my computer (CPU, chasis and GPU) run constantly at 100% and do not turn off. I can both hear them like crazy and also see them going when I've checked.

These start running from literally the second I boot up, and to date I haven't found any software way to get control of them to slow them down - speedfan etc doesnt do anything.

Computer is an XPS8500, running (now) windows 10,
Video Card NVIDIA® GeForce GTX 660 1.5GB DDR5 Graphics Card.

To list of the things I've tried:

1) Removed dust from inside computer etc
2) Replaced cooling gel
3) Checked settings in BIOS ( BIOS is A12 so couldn't see any fan control stuff there)
4) Monitored temperatures using SpeedFan - all are sub 40 degrees since the fans are constantly running. Only odd thing is TMPIN0 temperature at -60 degrees, something faulty on the hardware or something to ignore?
5) Run the dell hardware full test to see if there's any hardware issues - it didn't find anything

So what would be the next things to try? Is it a software issue from the windows 10 unsupported update on these XPS? How would I find it if its a hardware issue? Any ideas appreciated.


 
On speed fan you have to set control to software control in advanced. The gpu fan can be controlled with msi afterburner or evga precision x but if it's the default gpu then that is normal because it's 2 pin. The CPU fan may be running at %100 because your CPU is actually hot: there might be useless processes going on, check in task manager. On a side note, would u mind taking a photo of your CPU socket area ( I broke a part and I'm trying to find the serial)
