Youtube not changing quality on chrome?

I'm using google chrome, and whenever I try to change the video quality by using the gear in the bottom right, no menu shows up to change the quality. Like usually it shows the settings for the captions and video quality if you press on it but instead nothing happens. I've turned off all adblock, looked at all my extensions, and I can't figure it out. It works fine in edge but it refuses to work in chrome. Can anyone help?

Did you try with incognito window? You may also try with another Youtube account.
