Question z390 i5 9600k rtx 2060

So I am planning to change out everything in my computer I will replace my h310m pro vdh plus for a z390 socket motherboard, my i5 8500 with an i5 9600k, I will go higher frequency ram, and change my gtx 1050ti for an rtx 2060 6gb gddr6 192bit, I was wondering, in the country that I am from the z390 socket motherboard is out of stock in every shop, and I am planning to get it used, also I am planning to get the cpu used too and I wanna ask you guys, is it worth it, do you know what I should check on a used motherboard and cpu to see any signs of the motherboard/cpu not working?

unless you can actually see these components in use together then you have no idea if they are all still in 100% working order

your best option may be to get every bit in a written order claiming they are fully functional, piece by piece, so later you could sue for return if they end up not being.

Seems odd to go from a 5 year old chip to a 4 year old one? Are you massively budget restricted? The difference will be marginal from a performance point of you on the CPU and you will be bottlenecking a 2060. I would suggest waiting until you can get a bigger upgrade on the CPU, maybe a R5 3600 which should be reasonably priced but has twice the threads and significantly better IPC than the i8500.
