zotac 1080 core and mem mhz dropping and spiking

Hi all,
i recently bought a zotac 1080 amp! gpu and it seems to be fine for the most part apart from a few worring things.
the firestorm program that came with it wont allow me to do any manual tuning which is a bummer but can live with.
the biggest problem is that it mainly stays at a clock speed of 139mhz and the memory clock speed stays at 405mhz.
cpu-z also records this reading.
im really worried about it due to it happens quite frequently in games that it will drop from the 1800mhz to 139mhz again and again for a short second and the same with the memory.

could someone please enlighten me about what may be happening and troubleshoot ideas.

It is known that GPU's can lower their clock when the higher clock isn't needed to keep temps down, I would test if it drops in performance in a system heavy game.

i thought about thermal throttling first but that doesnt make sense when the cards around 40 degrees and the computers idling.
right now the computers just downloading and web browsing and gpu is at 45 with fans at 7 percent, but its also around 25 to 30 today
 


does the frequency dropping hurt performance?
 
i havnt played that many perfomance games since the purchase and have noticed an occasional frame drop but nothing that seems to match with the drops im seeing with the monitoring program, I am curious about those programs that have the gpu stats live as an overlay in game to see if there is any correlation.

So no i cant say with certainty that it hurts performance
