Zotac 980 ti amp! Extreme not performing as advertised

So i recently purchased a Zotac 980 ti Amp! Extreme having recently used a Sapphire Nitro R9 390 but for some reason the 980 ti is perfoming worse than the r9 390 the fps is considerably lower am i doing something wrong?

Is my build just not good enough to run the card?

Recently it been staying at core clock 500 MHz even while gaming.
 


I have tried in safe mode but it keeps telling me i'm not allowed to on the admin account which is the only account i have on the computer and when i do it booted up it won't let me unless i am in safe mode

 


Yes i did check it is set to maximum perfomance

The recent Driver update release fixed most of my problems but im still expriencing less fps than the R9 390 in Cinebench Here is the scores:
