When running MSI afterburner, it records that my system is running my Brand New Zotac GTX1650 OC at 6001Mhz, with no overlocking enabled on the system at all.
I've included two images showing this, one in game and one on my desktop

What does GPU-Z say the memory speed is? When in doubt always double up on your source of info.

There do appear to be GTX1650 models with memory that fast. The exact card model number would help track it down. But not really anything to worry about, faster is better.

It is a Zotac GTX1650 OC GDDR6, so maybe thats why.

I have the same model. It's memory clock is rated at 8gbps. But mine says 4001 max in MSI Afterburner and 2005 in GPU Z.
Oh right, okay, the GDDR6 version came out about 2 weeks before I ordered mine, almost got caught out and ordered the GDDR5 varient of the OC, but 6001mhz memory clock on a £150 gpu is great.

Your memory clock is perfectly fine. My gddr5 is rated as 8gbps and shows 4001mhz. Yours is rated as 12gbps, so it's normal to show 6001mhz.
Looks like it's, memory clock (as shown in apps) = rated speed / 2
[GPU z shows (rated speed/4) though]
What does it say on GPU z in your case? It should be 3000.5 mhz if I'm correct.
