    Not necessarily, PSU's are at their highest efficiency at ~60% capacity as far as I know. Honestly you are better of buying a low wattage high quality PSU. Is saving $20 really worth burning your house down?

    The new nvidia architecture is coming out in March/April so I would wait until that comes out and you should be able to get a second hand card for a good price. Also, the current rumours say that there will be separate cards for miners in the new architecture so that could also help prices drop.

    assuming it is a usb keyboard, you should be able to solder a new wire on. There are many tutorials on how to solder/ how to solder usb cables. Also you could just buy another keyboard (and maybe some rat poison while you are at it).

    If the static noises change when your mouse moves it's an issue with electrical isolation around the internal DAC/amp. So what that basically means is that the on board DAC/amplifier of the system is getting interference from the rest of the system. There isn't nececarilly a way to fix this...

    I think the best thing you can do is Reinstall windows (or even better upgrade to linux). If that doesn't fix it then it's probably a hardware issue and you should RMA the laptop.
