    I'm not 100% on your second question, but typically a BIOS will not boot if it can't find any RAM, so I would go with that it doesn't recognize it. I would also concur that the travel method could be a big contributing factor.

    Some repeaters are only able to use Ethernet to re-broadcast the signal, others are able to just do it all via WiFi. If you can't seem to find an option for using it as an IP without using Ethernet contact the manufacturer to confirm what it's capable of.
