I used to have various problems every now and then with my bluetooth but after I updated to Windows 10, so far everything's a lot smoother. Haven't had a single problem with my bluetooth so far.

I know you said you restarted the router, but have you tried to hard-reset your router to factory default? My second guess is the settings preventing you from accessing it. Otherwise, perhaps try to change the MAC address (you need to know the valid pattern address for your wifi).

Usually when you click more options, all applications that you have installed will be listed regardless whether they are the correct application to open that particular file or not.

You can always hide it by changing the setting of your notification bar. For windows, usually just right click on the task bar or start button.
