I'm going to be upgrading my i5 4460 to a 1600x, and I was wondering how far I can expect to push it past the base clock?

I was looking at upgrading from an i5 4460 and 970 to an i7 4790k and either a 1070 or a 1070 ti. My PSU is a 550w GS evga 80+ gold. Would I be able to the i7 and 1070 or would I need to upgrade my PSU?

Buy the MSI h81m e34 if you can. $50 and it's the same board as the p33, except the e34 has a usb 3.0 header and the p33 doesn't.
