PSU is faulty. Although it is brand new, it is still possible it is faulty. Try with another one.

i am pretty sure the xps8700 motherboard is standard micro-ATX board, with PCI-E x16 gen3 supported. You should be able to upgrade to 1070. Changing to new board is too much hassle. Your OS is OEM and changing to a after-market board will void your OEM OS and you have to buy a new one.

The dell 450w power supply should be able to handle 1070 if not overclocking. If you want to upgrade to new power supply, get a decent 550w or more, like EVGA G2 550w which usually runs around 60 to 80 usd.

The graphic card is failing maybe. I am having the same issue. I have RMA my graphic card and see what will happen.
