yes basicly its okey ^^ but are you connecting your monitor cable to the videocard not the computers motherboard?

did you put the cable on the videocard or on the motherboard slot? it should work like that (if you put the cable on the videocard)

its normal for a pc to give 100% power to everything to check if everything is wokring correctly (and if you have a good enough power supply) then when you login the videocard driver will load and will take over control of the power supply to the fans. you can totally ignore them its normal.

horizontal lines are most of the time an indication of bad drivers or your card going broken. try updating the drivers if that does not solve it you might want to reconsider buying a new one.
