Have this same issue, after upgrading to a 3090 on my agon AG271QG4 monito. it's about the bottom third for me. I don't know if it's related to the card or not. Tried HDMI and display port with no changes. My 2 other monitors are fine.

Programs can only detect fans plugged directly into the motherboard. As long as it sits below 50 degrees Celsius with no programs running (idle) you dont need to worry.

If you know how, ensure all the cords a plugged into the PSU correctly. Open task manager and see if hard-drive or CPU usage is hitting 100%

If you check your recording devices, can you confirm a device shows up. Right click the volume button (bottom right taskbar) Left click recording devices. Now if you make noises near the mic the bar on the right should go green on the active mic. Right click and set that mic as the default.
