    In my opinion, if you are going to upgrade your cpu, you should also upgrade your motherboard too. Your mother board has a FM2+ socket, which only suits older cpus. Which components you choose to upgrade to are dependant on your budget.

    Yeah I understand where you are coming from because my mother's phone had the exact same issue. What I did for her phone was clearing the app's data caches, uninstalling the apps to their factory version. But if that doesn't work, you could try a factory data reset?

    The Division is a cpu intensive game. It's known that the game has optimization issues and I'm not sure if the problems have been resolved. Though they should have since it has been months that players have reported this issue. Have you checked your CPU temps to make sure they are normal?

    Depends on your PSU. But I would recommend either the GTX 960 or the R9 380. The GTX 960 requires a smaller power supply (recommended 400W) than the R9 380 (minimum 550W). If you have a more powerful supply, get the R9 380, it will outperform the GTX 960 and your cpu will not bottleneck the R9...

    Have you tried the monitor with another computer (if possible)? If you could, try different cables to connect your monitor. But you can't the do the first two things, try reseating your graphics card.
