cpu is i5 2500k what is the cheapest cpu to render 2 hours of content using windows movie maker?

it stops making the loud noise when i stop the graphic card fan for 2 seconds i hope im not damaging it just to get rid fo the noise

i looked it up on tomshardware and i saw lowering the gpu clock? i have a r7 360 gigabyte how do i lower gpu clock? i never done this before didnt knew i would have to go to bios and setup what i want manually

it sounds like something is hitting the fan but nothing is hitting the fan i opened up my case and made sure nothing is hitting the fan i can feel the air from the top of the graphic card

i open up my case and see if anything is touching any of my fans nothing is touching it and i sometimes move the cords that might be touching away still making the noise only happens when i got my new r7 360
