I did a clean boot and used discord to benchmark the before and after. Even when I did a clean boot, discord still took over a minute to load and was stuck on the checking for updates screen for about 55 seconds. So maybe this is a windows service itself hogging the network?

For graphics and the network adapter, yes. All available windows updates are also installed. Just one thing to note this issue with the slow internet started happening after I did a windows update I believe.
