it may be a faulty fan. check if you didn't connect it backwards somehow. If it's new and connected properly try to RMA it

You can install undervolting utility for now and try lowering GPU voltage. also check temperatures, because if GPU goes really hot very fast it throtteling or shuts down immediately if temperature gain is too fast

In my opinion 8GB RAM is not enough for multi-screen multitasking or some sort of image computing you have to add another 8 sooner or later, also 450W PSU seems like a little low for 2020. you should consider larger PSU for future upgrades and system stability. But all in all build is quite good

Black screen, fans 100% seems like temperature problem. try undervolting using software like MSI afterburner

Could be anything really, have you tried different CPU? maybe it's faulty PSU, do you have diagnostic tools like multimeter? You can measure PSU voltage output. Have you tried CMOS reset?

It depends what games you want to play, but it shouldn't bottleneck much
