    looking for best configuration

the most expensive thing in a gaming computer should always be the GPU, not the CPU. i7s are not for gaming, they are meant for rendering, video editing, etc. They are overkill for gaming. Get the i5 and the 960 or if you can afford, an R9 380 4GB. 2GB is becoming limiting at 1080p, especially...

Building a PC for my grandparents

Like the previous guy said, it isnt worth building a low end PC since companies like Asus and Lenonvo buy components in bulk at lower prices and can therefore sell a lot cheaper low end PC's than you building it. Why include a GPU like a 750 ti if they dont play games?

You cant overclock the Xeon. It doesnt have an unlocked multiplier.

    980 Ti - Can it handle 4k?

    A 970 is a great option for 1080p 144hz.

    980 Ti - Can it handle 4k?

I agree with King3pj. If you're not gaming at 4K now, then just wait it out.

    980 Ti - Can it handle 4k?

wait for skylake to come out. It will only require dual channel ddr4, and will be upgradeable for the next 2 years. It'll be a new socket, so Intel is bound to put a second generation of CPU's on it. It'll be cheaper than X99 and Haswell-E.

Thoughts on my low budget gaming build

Get an i3 from Intel and you can upgrade later on, but it is enough for now. Get the 290 along with it since it'll crush any game. The strong cores +HT make it better than the FX 6300. And you want to overclock your FX, youll have to get a good motherboard and a decent aftermarket cooler. You...

    Upgrade i5 3570k to i7 3770k?

check how many backround programs are running. That might be the problem.

Can this run GTA 5, BF4, Witcher 3, etc...

that is a good system, but you can also consider going with an i3 and a r9 280. You have the option to upgrade to an i5 or i7 later on.
