You might be able to squeeze a PC with a 1070 into that budget if you buy an i3, if you only spend $150 - $200 on RAM, motherboard, HDD/SSD and a PSU. The CPU and GPU are decent to 'RUN' it, but if you want any real performance you should look at getting more RAM - 4GB is a minimum. Of course don't expect to render flashy animations really quickly, but for basic animations if you upgrade to 4GB or 8GB it should be fine.
