It can't boot without the 250Gb, no.

The SSD is the boot drive, yes, and it can only boot when the 250 GB HDD is connected to the system along with the SSD.

Sometimes when I am just on my computer my boot drive SSD stays at 100% causing programs to run slower and respond slower. It doesn't happen all the time, I'd say it happens once or twice every hour and I am just very confused at what the problem is.
