Usually under load the temp is like 65 but sometime it jumps up to 74 and decrease very fast to 65 again. Is it because of the thermal paste or this is how it should be? :/

I am using cooler master masterair MA410P for r5 2600 (no overclock) and the idle temp is 42c and while benchmarking in cinebench 15 it rise upto 63c. Is the temps ok? and can It handle 4.1ghz OC?

So I have an extra Cooler Master 120 Air Flow fan that I wanna add it to my Cooler Master MasterAir MA410P but is it ok to add an air flow fan to a cpu cooler and if it is ok how should I attach it? Air blows in or out?
