Ok thanks for the input, I think I have a better understanding of how each cable works. I think I'll try connecting it the the motherboard instead with a 4pin splitter for a more snug fit instead of to the 3 pin argb to the controller.

The fan I'm using is linked above (phanteks halo cover). I remember being able to connect it to the jrgb 4 pin connector on my motherboard but it was very loose. My case has a 3 pin argb female that I was wondering if I could somehow connect it to that but it seems like it won't work.

Yes, I have put it at 100 and bass boost +20. Before it was still extremely quiet. Now when it is at 100 bas boost +10 it is somewhat normal but there is an extreme amount of static.
