    You don't mention any specs of your computer. So just guessing here: I've heard something about some recent Nvidia drivers crippling performance in CS GO. Try updating drivers to latest version to see if it helps.

    Your headphones are safe :) If the cheap soundcard is making static noise on hardware level, no software will help you. A simple USB soundcard will make the job. Just read reviews before buying.

    What you are hearing is static. Problem is most likely cheap crappy onboard soundcard. Good headphones will reproduce everything they'll get from the soundcard. Also static. It won't damage your headphones. It's just annoying. Solution - buy external soudcard.

    Sacrifices in graphics quality. Of course, Fortnite isn't really that demanding. But other games, you either play on High / Ultra settings, or you get lower and get better framerate.
