Question Everything Run Fine Until Around 30 Minutes In, Stuttering Issue

So recently when playing games my Pc around 30 minutes in stutters extremely hard and my mouse sensitivity is set real low while it does it. It only lasts for 1-3 seconds but that's enough time to screw me over.

What I tried:
-Uninstalling drivers/reinstalling for mouse
-Trying a different mouse
-lowering my overclocks for my GPU and CPU
-Updating Bios
-Running Memtest86 for a day (no errors)
-updating Geforce drivers
-Updating windows

Games I noticed this in:
-Minecraft
-Insurgency Sandstorm
-Overwatch

Try to run some temperature monitoring software while gaming, to see what temperatures are doing at the point of stuttering.
Maybe your CPU / GPU is throttling.

While Playing the GPU sits around 76 while the CPU at 63
