As a PC gamer I feel incredibly disheartened that not even ACTIVISION wants to cash in on the PC crowd. We want Destiny, we're willing to pay, but the PC version hasn't even been announced. What a shame.
Well I'm glad you reapplied thermal paste, now check to make sure the cooler is running properly. That's the only other thing I can think of that could be an issue.
Thermal paste shouldn't affect how much voltage you need at higher clocks.

If it's running ok for a couple minutes it's probably related to overheating. Check your temps (with something like hwmonitor) during gaming and if they're too high look into getting one of these: http://www.newegg.com/Laptop-Cooling-Pads/SubCategory/ID-319
Definitely something wrong, I have a 3570k at .9 gHz above stock speed air cooled and I max out in the low 60s C during Prime95 testing. You should be getting much cooler temps, especially liquid cooled at stock clock speeds.
Yup perfectly fine, mine also hits 71c at 4.3 ghz(under load). Anything under 90c during a stress test is a-ok. During gaming mine is usually about 50-60c.
I think with that budget you're probably going to be looking at about the same performance as you currently have. Maybe someone else will be able to give you a little more insight.
Thanks for the reply, I'm gonna go head and get this stuff ordered! Yeah i'm aware I could use a new video card, just trying to make do with it until I can get the rest of my rig up to speed.
